Job Description (Roles and Responsibilities)
Main Purpose of Job:
This is an exciting opportunity to join the British Embassy Jakarta's Development Management Unit (DMU), a small, high-performing team at the centre of the Embassy's development, climate, and programme delivery agenda. The postholder will lead portfolio and financial management across the Embassy's ODA and non-ODA programme portfolio, helping to ensure strong financial stewardship, robust governance, compliance with FCDO programme management standards, and effective delivery of UK strategic objectives in Indonesia.
Working closely with programme teams, senior leaders and corporate colleagues, the successful candidate will provide strategic oversight of programme performance, financial management, risk and assurance processes across the portfolio. They will act as a centre of excellence for programme delivery, building capability across the Embassy, providing expert advice on programme and financial management, and ensuring that high standards of delivery, value for money and accountability are maintained.
What the Jobholder will be Expected to Achieve:
Portfolio Financial Management and Assurance (45%)
- Lead portfolio-level financial management and reporting for the BEJ's ODA and non-ODA programmes, ensuring accurate forecasting, monitoring and reporting of programme expenditure.
- Work closely with programme teams, senior responsible owners and finance colleagues to ensure high-quality financial planning, robust forecasting, VfM and effective management of financial risks.
- ordinate corporate finance commissions and returns, ensuring compliance with departmental requirements and deadlines.
- Produce regular portfolio financial analysis and reporting for senior leadership, including the Development Director, Programme Board, Portfolio Board and Country Board.
- Maintain strong relationships with FCDO Finance Business Partners, regional finance teams and headquarters colleagues to ensure compliance with financial management standards and best practice.
Programme Excellence and Compliance (20%)
- Provide expert advice and capability building to programme teams on programme management, financial management and compliance with the Programme Operating Framework (PrOF).
- Lead quality assurance processes for programme documentation, including Business Cases, Annual Reviews, Due Diligence Assessments, funding agreements and PCRs.
- Support the delivery of the Embassy's Management Assurance Process (MAP) and other corporate assurance requirements.
- Promote continuous improvement in programme delivery standards and share emerging best practice from across the FCDO network.
Development Coordination and External Engagement (20%)
- Support delivery of the UK-Indonesia Development Dialogue and other strategic development coordination initiatives.
- Maintain productive relationships with key Government of Indonesia counterparts, including BAPPENAS.
- Support the Development Director and Deputy Development Director in providing strategic advice on the UK's development and climate partnerships in Indonesia.
Leadership and Capability Building (5%)
- Build programme delivery and financial management capability through coaching, training and one-to-one support.
- Line manage and support junior staff where required, fostering a culture of learning, collaboration and continuous improvement.
- Contribute actively to wider Embassy objectives, corporate priorities and crisis response activity as required.
Corporate Contribution (10%)
- All staff at post are expected to participate in wider Embassy activities, including committee work and other corporate roles, as well as supporting ad-hoc crisis management activities.

Essential qualifications, skills and experience
- Strong experience in financial, programme and portfolio management
- Experience managing budgets, forecasts and financial reporting within a complex organisation
- Strong analytical skills with the ability to interpret data, identify trends and provide recommendations to senior decision-makers
- Excellent organisational skills, with the ability to manage competing priorities and deliver high-quality products to tight deadlines
- Strong communication and stakeholder management skills, with the ability to influence and build relationships across diverse teams
- Advanced Microsoft Excel, PowerPoint and data analysis skills
- Strong written and oral communication skills in English
Desirable qualifications, skills and experience
- Experience of managing or supporting development programmes, donor-funded programmes or international development portfolios
- Understanding of programme assurance, risk management, audit, compliance and control frameworks
- Familiarity with FCDO programme management processes, including PrOF requirements and programme lifecycle management
- Knowledge of development, climate, economic development or international cooperation issues relevant to Indonesia
- Line management experience
- Degree or equivalent professional experience in finance, economics, public administration, international development, business management or a related discipline
- Professional qualifications in finance, accounting, project management or programme management would be an advantage (e.g. ACCA, CIMA, CPA, PRINCE2, MSP, APM or equivalent)

This role is advertised as a 12-month fixed term contract with possibility of renewal.
The British Embassy Jakarta offers a competitive remuneration package including:

Working Patterns:
Normal working hours are 39.5 (gross) per week: 07:30hrs to 16:00hrs from Monday to Thursday and 07:30hrs to 13:00hrs on Friday. At present, all staff working in the FCDO, Jakarta and Bali are expected to attend the office for three days and two days work from home each week, subject to change.
No accommodation or relocation expenses are payable in connection with this position. All candidates must be legally able to work and reside in Indonesia with the correct visa/work permit status or demonstrate eligibility to obtain the relevant permit. Any costs related to obtaining or renewing permits and visas are the responsibility of the successful applicant.
Employment offers are subject to successful clearance of pre-employment checks. Staff recruited locally by the British Embassy Jakarta is subject to Terms and Conditions of Service according to local employment law. In relation to this, the successful candidate will need to arrange for his/her own Police Certificate. Employees who are not liable to pay local income tax on their Mission salary may have their salaries reduced by the equivalent local income tax amount.

The FCDO also operates an agile workforce. To facilitate this, you may be required to undertake other duties from time to time as we may reasonably require.
Learning and Development Opportunities:
The Embassy has an active L&D Committee which works hard to provide a comprehensive offer. There are a wide range of options available for personal development including training courses, coaching and mentoring, job-shadowing, presentations and learning. Staff have access to a wide variety of online resources through the Diplomatic Academy and Civil Service Learning and are encouraged to innovate and upskill with MS CoPilot and FCDO-approved AI tools to improve quality of work. Staff are strongly encouraged to take advantage of all the available opportunities. All new staff undertake a workplace induction and there are a number of mandatory e-learning courses covering areas such as diversity, health and safety, and information management.
