- Senior Real Estate Manager
Description
Under broad guidance, the Senior Real Estate Manager is responsible for negotiating the acquisition of real estate and services with individuals, estates, jurisdictions, businesses, and state and federal agencies in accordance with the rules and regulations governing Relocation Assistance, in the FHWA Right of Way and Utilities Division Manual of Instructions and as mandated by the Uniform Federal Relocation Act. The Senior Real Estate Manager will work with
real estate agents and real estate brokerage firms, engineers, surveyors, appraisers, attorneys and contractors in support of HRSD’s Capital Improvement Program (CIP), service area expansion, development services, existing property inquiries, and right of entries.
Education
Required
Bachelor’s degree from an accredited university, or Education equivalency equals two years of directly related professional experience for every year of education not completed. The stated experience is in addition to any experience used to meet the education equivalency.
Experience
Required
Minimum of five years of technical experience in real estate acquisition and disposition for a public or private utility, right-of-way, or infrastructure purposes.
Experience leading teams, planning and implementing work projects, budgets, procurement, and schedules. Excellent computer skills using MS Office (Word, Excel, PowerPoint, Outlook, Access) and Adobe Professional (or equivalent).
Licenses and Certifications Requirements
Required
Valid driver’s license from state of residence.
The following certifications must be obtained within the specified timeframes:
International Right of Way Association (IRWA) Right of Way Agent (RWA) certification within the first year of employment; and IRWA Senior Right of Way Professional (SR/WA) designation within three years of employment.
Notary Public or ability to acquire within the first six months of employment
Position Duties and Responsibilities
Manages the right of way, easement, real property acquisition, and disposition functions and ensures that these functions are performed with regard for schedule, fair market value, and compliance with all governing processes and applicable laws.
Produces and reviews contracts for legal sufficiency and minimizes exposures to HRSD.
Negotiates agreements and contracts for real estate and easements with individuals, utilities, estates, jurisdictions, and state/federal agencies.
Calculates and verifies square footage of land and legal elements of plats for recordation, interprets real estate valuation principles, reviews appraisal reports, and prepares land acquisition cost estimates.
Provides advice to engineers on real estate and property issues, including construction plan review, community issues, property owner concerns, financial impact studies, and legal concerns.
Serves as the liaison between property owners and the project team when conducting real estate acquisition and disposition activities.
Audits and maintains the real estate database and all real estate records and produces reports as required.
Continually improves the real estate management information system which houses real estate records and project/task statuses and migrates information to new systems as appropriate.
Develops presentation materials for the HRSD Commission related to sale, purchase, or litigation of HRSD easements and properties.
Recommends and provides support to senior management in condemnation actions by providing exhibits, support documents, and trial testimony.
Reviews courthouse and other public records to confirm property ownership, legal descriptions, and existing encumbrances.
Reviews real estate values and assist in establishing fair market compensation related to property acquisition.
Reviews appraisals to ensure appraisals are accurate and conform to local, state, and federal requirements.
Reviews site and subdivision plans concerning rights-of-way and easements descriptions to prepare appropriate legal documents and review plats and plans for accuracy.
