SENIOR PROGRAMMER ANALYST
Department of Finance
Payroll Systems and Operations Bureau
Number of Positions: 1
(Additional vacancies are possible pending budget approval)
Annual Starting Salary: $99,408
These positions are open to the general public and to all current city employees covered under the terms of the City's collective bargaining agreement with the AMERICAN FEDERATION OF STATE, COUNTY AND MUNICIPAL EMPLOYEES (AFSCME) - (BARGAINING UNIT #01, 03, 04, 05).
Only employees in City job titles in this bargaining unit are eligible to bid.

Applications for this position will be accepted beginning 8-3-26 until 11:59pm on 8-17-26.
Under general supervision, revises or develops existing and proposed applications for distributed and centralized processing systems, and performs related duties as required.
Essential Duties:
• Analyzes current business operations by interviewing users and observing manual and automated procedures.
• Analyzes business information problems using charts and diagrams
• Prepares program specifications, logic flowcharts, and diagrams indicating mathematical computations and sequence of computer operations necessary to process and output data in the required formats.
• Codes, tests, debugs, and install difficult programs for both centralized and distributed computer systems.
• Modifies and/or maintains existing programs and databases to conform to business requirements or system changes.
• Provides technical information on current systems to software vendors contracted to design major computer systems.
• Monitors applications to determine conformance with user requirements.
• Trains user staff on system operations, software and procedures.
• Prepares documentation on program coding and testing processes.
• Troubleshoots and corrects software malfunctions.
• Configure software applications for operation on existing hardware.
• Writes computer programs.
Additional duties may be required for this position.

Hours: 8:30a.m. to 4:30p.m.
THIS POSITION IS IN THE CAREER SERVICE
Qualifications
Graduation from an accredited college or university with a Bachelor's degree in Computer Sciences, Information Technology/Systems, or a directly related field, plus two (2) years of experience in the design and development of computerized systems.
OR
Graduation from an accredited college or university with a Master's degree in Computer Sciences, Information Technology/Systems, or a directly related field, plus one (1) year of experience in the design and development of computerized systems.
OR
Graduation from an accredited college or university with an Associate's degree in Computer Sciences, Information Technology/Systems, or a directly related field, plus four (4) years of experience in the design and development of computerized systems.
OR
Six (6) years of experience in the design and development of computerized systems.

Selection Requirements : This position requires applicants to complete an interview. The interviewed bidders possessing the qualifications best suited to fulfill the responsibilities of the position will be selected in seniority order according to the collective bargaining agreement . The interviewed external candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position will be selected.
Desired Skills
- Previous work experience as a programmer
- Previous work experience with APEX Development or software development
- Proficiency with network troubleshooting
- Proficiency with SQL programming language
- Proficiency with JAVA (not JAVA-script) language
- Proficiency with legacy language (COBOL, RPG)
