Program Manager w/Top Secret ClearanceA3 is seeking a Program Manager to lead a Federal client program delivering mission-focused custom application development, UiPath Robotic Process Automation (RPA), and AI/analytics solutions. The Program Manager will partner with federal stakeholders, Product Owners, Technical Leads, and contractor delivery teams to translate mission priorities into executable roadmaps, align cross-functional teams, and deliver secure, scalable technology capabilities. In this job you will:
- Lead and oversee delivery across custom application development, UiPath RPA, and AI development workstreams, including planning, execution, quality, deployment, and sustainment.
- Lead day-to-day agile delivery for Custom Solutions, UiPath RPA, AI/ML, data, cloud, and platform teams; facilitate scrum ceremonies including daily stand-ups, sprint planning, backlog refinement, reviews, and retrospectives.
- Translate federal mission priorities and ambiguous requirements into roadmaps, epics, user stories, acceptance criteria, release plans, and actionable delivery tasks.
- Serve as the primary point of contact for the program, making timely decisions, managing escalations, coordinating with Technical Leads, and maintaining delivery momentum.
- Oversee integrated schedule, scope, resources, dependencies, risks, issues, sprint commitments, release milestones, and operational priorities across distributed teams.
- Coordinate technical design, development, testing, security review, deployment, and sustainment for custom applications, UiPath automations, integrations, dashboards, data products, AI prototypes, and production AI solutions.
- Oversee the UiPath RPA lifecycle from intake and process discovery through feasibility assessment, bot development, UAT, production release, runbooks, exception monitoring, and continuous improvement.
- Oversee AI solution delivery by coordinating use-case prioritization, data readiness, prototype/model development, evaluation, responsible AI/governance considerations, deployment readiness, and stakeholder adoption.
- Partner with Federal Product Owners, Technical Leads, leadership, security/compliance stakeholders, vendors, and end users to maintain alignment, improve transparency, obtain feedback, and support adoption.
- Remove blockers, manage cross-team dependencies, communicate delivery impacts, identify action items, and drive issues to closure.
- Develop and maintain the Integrated Master Schedule (IMS), portfolio inventory, Jira releases/epics/stories, SharePoint artifacts, dashboards, delivery metrics, and risk/issue registers.
- Ensure version control, issue tracking, documentation, peer review, knowledge transfer, DevSecOps practices, and maintainable solution design are used to avoid single points of failure.
- Prepare and deliver executive-ready PowerPoint briefings, dashboards, operational/financial updates, and data-informed recommendations for federal and contract leadership.
- Create an environment that empowers and energizes team members, with a focus on accountability, adaptability, collaboration, continuous learning, and mission outcomes.
- Ensure teams are working on agency mission-driven efforts, proactively anticipate support needed by federal staff, and identify risks or deviations from the plan before they affect delivery.
Qualifications:
- Bachelor's Degree in Computer Science, Information Technology, Engineering, Business Administration, Finance, Data/Analytics, or a related field.
- Ten (10) or more years of experience leading system/software solution development, enterprise technology modernization, digital transformation, or IT delivery.
- Five (5) or more years of program, project, or technical delivery leadership experience, including at least three (3) years leading custom application development, RPA (UiPath preferred), AI/ML, data/analytics, cloud, or automation projects.
- Experience leading cross-functional teams in federal or other regulated environments, with the ability to motivate teams through ambiguity and maintain delivery performance.
- Strong understanding of SDLC, Agile/Scrum/SAFe methodologies, DevSecOps, release management, testing/UAT, production support, and continuous improvement.
- Demonstrated ability to translate complex or ambiguous business and mission needs into actionable requirements, roadmaps, backlogs, technical plans, and measurable outcomes.
- Working knowledge of custom application delivery, including .NET or cloud-native applications, APIs, integrations, workflow applications, dashboards, or similar mission systems.
- Working knowledge of the RPA delivery lifecycle and UiPath or similar automation platforms, including bot development, deployment, monitoring, exception handling, and sustainment.
- Working knowledge of AI/ML and data solution delivery, including analytics platforms, data governance, prototype/model lifecycle, evaluation, and AI adoption considerations.
- Excellent executive communication, stakeholder management, facilitation, and influence skills, with the ability to explain complex technical concepts to non-technical leaders.
- Strong proficiency with Jira, Microsoft Project, SharePoint, PowerPoint, and delivery dashboards or equivalent tools for managing technical projects and communicating performance.
- Ability to manage schedules, resources, budgets, risks, issues, dependencies, and portfolio metrics in support of contract objectives and mission outcomes.
- Proven leadership style that builds trust, develops talent, strengthens team technical readiness, and fosters accountability, adaptability, and collaboration.
Desired Qualifications:
- Project Management Professional (PMP), SAFe Agilist, Scrum, Lean Six Sigma, or equivalent program/agile experience or certification.
- Microsoft Azure, AWS, cloud foundations, data, AI, or automation certification.
- Prior experience supporting DoD, defense, national security, law enforcement, or other federal clients.
- Experience supporting enterprise AI/data modernization, analytics platforms, enterprise architecture, open data, chatbot/AI assistant, or automation portfolios.
- Experience managing large, multi-workstream portfolios, budgets, and/or teams of 20 or more personnel.
Clearance Level:
- Active Top Secret clearance required.

Salary Range:
- The salary range of this position is $165,000 - $190,000 commensurate with experience and achievement.
