Position Summary
The Human Resources Manager is an integral part of the Graduate School's Business Office team. Reporting to the Associate Director of Finance and Human Resources, this role will serve as the first point of contact for HR and payroll matters. This position will collaborate with unit business leaders to provide HR support and guidance, handle unit-level HR transactions and initiatives, advise unit supervisors on HR policies, respond to employee relations issues, and oversee position management and payroll operations. The ideal candidate will demonstrate strong organizational skills, a commitment to customer service, and the ability to interpret and apply HR policies and procedures.
Knowledge, Skills, Abilities and/or Competencies
- Knowledge of human resources, payroll, and university policies and procedures.
- Ability to communicate effectively with various levels of personnel. Exceptional interpersonal skills and attention to detail.
- Demonstrated experience managing HR operations across multiple employment types (faculty, staff, student workers, graduate assistants, etc.)
- Knowledge of human resources information systems ( HRIS ) and other integrated administrative systems used to manage employee data and support HR functions
- Ability to work independently as well as in a team environment.

Human Resources Management
- Serve as the HR Liaison for the Graduate School, serving as the primary point of contact for employees and supervisors regarding HR-related questions and support.
- Collaborate with unit leaders to develop and revise job descriptions for all employment types (faculty, staff, graduate assistants, student workers, retire-rehire, temporary employees, etc).
- Manage employment actions, including job postings, hiring proposals, managing position changes/updates, and separation/transfers checklists. Prepare and review offer letters for employment to ensure compliance with institutional policies and employment terms. Advise unit leaders on the process for Out-of-State Employment and Alternative Work Arrangements.
- Manage the onboarding and offboarding process by informing new employees about the timekeeping systems, leave policies, payroll timelines, and employment resources. Ensure offboarding is complete for all separating employees.
- Provide guidance on classification and pay structure, workers' compensation, ADA process, FMLA , miscellaneous leave, performance management, career progression, and other employment matters.
- Coordinate and implement HR initiatives and special projects requested by University Human Resources, Graduate School leadership, and the Associate Director.
- Advise interdisciplinary units and departmental leadership on HR policies, employment actions, classification, compensation, leave administration, and other related items.
- Maintain personnel files in accordance with institutional standards.
- Coordinate and distribute HR communications to employees, regarding policies, procedures, and organizational updates.

Duties/Responsibilities
Payroll Operations
- Serves as the main point of contact for employees and supervisors with payroll-related questions.
- Manage the bi-weekly and monthly payroll, conducting audits to ensure compliance with institutional policies.
- Evaluate payroll reports for accuracy and compliance, investigate discrepancies, and consult with supervisors to determine and implement appropriate corrective actions.
- Approve, initiate, and manage salary actions, including position funding changes, ad hoc salary changes, supplements, salary actions, time and labor approvers, and termination requests, ensuring consistency with institutional guidelines and requirements.
- Provide guidance to unit leaders on payroll policies and procedures.
- Review and submit changes to time and absence approvers, time reporting method, campus address, campus phone, etc.
- Work in tandem with campus units to ensure graduate assistantships are administered in accordance with the award purpose. Investigate and resolve payroll issues.
- Serve as a payroll resource to interdisciplinary units, providing consultation on payroll processes, compensation administration, and compliance requirements.
- Distribute payroll communications to employees regarding procedural updates, compliance information, deadlines, etc.

- Analyze data and generate reports using OneUSG Connect, UGA Financials, Data Warehouse, and other institutional systems to support operational, financial, and personnel decisions.
- Manage assigned payroll and graduate assistantship accounts, performing reconciliations, reviewing and approving transactions, monitoring funding activity, and preparing monthly financial status reports.
- Advise students, faculty, and staff on UGA and Graduate School policies and procedures.
- Distribute, manage, and track funds for assigned graduate student awards.
- Serve as the HR Liaison and represent the Graduate School in HR Liaison meetings and other meetings related to human resources and payroll.

- Stay abreast of policy and procedure changes by utilizing staff development opportunities through training courses and campus-wide informational sessions.
- Serve as a resource for departmental inquiries, including tuition waiver processes, and coordinate responses through the departmental email account.
- Participate in workgroups to develop or implement improvements for business office processes.
- Develop and/or distribute communications related to business office, payroll, and human resources processes, policies, and updates.
- Other duties as assigned by the Associate Director or Chief Business Officer.
