- HR Specialist - Labor Relations
Description
This position provides supervision over various HR systems and processes, whether related to payroll, employee lifecycle management, and/or workflows, or labor relations. Serving in a highly confidential capacity the role is entrusted with sensitive information and decision-making authority over assigned HR processes, including collaborating across departments such as Payroll, Finance, and Legal. This includes participating in the formulation of labor relations policy, the preparation for collective bargaining, and the administration of collective bargaining agreements. The position is cross-functional by design, capable of supporting multiple HR systems and adapting to evolving departmental needs.
Requirements
Knowledge, Skills, and Abilities (KSAs)
Knowledge
Knowledge of human resources principles, employment law, and collective bargaining agreements.
Familiarity with HRIS platforms and payroll systems, especially Skyward HR Finance.
Understanding of school district operations, staffing allocations, and budget processes.
Awareness of confidentiality standards and compliance requirements under Washington administrative code.
Skills
Proficient in data systems, spreadsheets, and office productivity tools.
Strong written and verbal communication skills for drafting reports, contracts, and correspondence.
Skilled in analyzing staffing data, evaluating transcripts, and preparing salary placements.
Effective in coordinating onboarding, employment actions, and personnel documentation.
Capable of training others on HR systems and standardizing process language.
Abilities
Ability to manage sensitive information with discretion and sound judgment.
Ability to work independently and as a team while aligning decisions with departmental leadership.
Ability to identify problems, implement solutions, and improve operational workflows.
Ability to collaborate across departments (e.g., Payroll, Finance, Legal) to ensure process integrity.
Ability to maintain punctuality, flexibility, and consistent attendance in a fast-paced environment.
Minimum Education/Experience
High School Diploma or GED required; Associate’s or Bachelor’s degree preferred.
Minimum of 3 years progressively responsible experience in human resources, payroll systems, or employee relations or related fields.
Demonstrated proficiency with HRIS platforms and office productivity tools.
Experience in school district HR operations or public sector employment preferred.
