Description
The County of Surry is accepting applications for the position of Finance Officer. This position performs professional and supervisory work in planning, organizing, and executing the accounting functions for Surry County government, overseeing an annual operating budget of approximately $115 million dollars. The Finance Officer is responsible for interpretation of local, state, and federal policies, statutes, and procedures and ensures overall compliance, adherence, and accuracy in all financial activities. The Finance Officer must be aware of the financial status of the County at all times. Functions managed will include purchasing, financial reporting, general ledger, fund and grant accounting, cash management and investments, accounts receivables and payables, debt service management, and related tasks. The Finance Officer duties also include working with the County Manager and Board of County Commissioners, budget preparation and special financial projects. The Finance Officer is responsible for the supervision of the Finance staff, and work is performed in accordance with established County finance procedures, local ordinances, NC General Statutes, generally accepted accounting principles, and GAAFR (Governmental Accounting, Auditing, and Financial Reporting). Work is performed under the supervision of the County Manager.
Requirements
A bachelor’s degree in Accounting, Finance, or a closely related field and five years of experience in accounting or financial management, or an equivalent combination of training and experience. Preference will be given for Masters’ degree in accounting, business, public administration or related field. Applicants must have or obtain certification as a North Carolina Local Government Finance Officer within a reasonable period of time and have a valid driver’s license and be insurable under regular County rates. Must have strong organizational, presentation, supervisory and management skills, and the ability to communicate effectively, both orally and in writing. Advanced skills in excel, audit and budgetary processes are desired.
