Description
The Town of Benson has an immediate opening for a Finance Director. We are searching for a candidate with proven experience in planning, directing, organizing, and administering a variety of fiscal and administrative functions including disbursement and accounting of revenues and expenditures, monitoring and administering the budget, accounting, purchasing, revenue collections, billing and payroll operations, customer service, and grant administration.
We need a driven individual who will serve as part of the Town’s leadership and budget team. This work will include coordinating the annual audit, CAFR, debt service, and investments as well as department staff management. As an important member of our team, the candidate must be able to exercise considerable independent judgment and initiative in planning and directing the fiscal control and procurement system.
The Finance Director’s duties will be performed in accordance with North Carolina General Statutes and State regulations governing the responsibilities of local government financial operations, local government purchasing, contracts and bidding, and Town policies and manuals.
Examples of these duties include, but are not limited to:
Plans, organizes, and directs the Finance Department including financial programs and operations, budgetary accounting, accounts receivable billing, revenue collections, purchasing, fixed assets accounting, budget development and administration, investments, accounts payable, payroll, grant administration; develops and implements departmental goals.
Assists the Town Manager in the preparation of the general operating and capital improvements budgets; projects revenues and performs historical research on spending and trends in previous years; forecasts capital and financing schedules and cost estimates.
Performs general ledger preparation and maintenance, budgetary accounting, financial reporting, fixed assets, miscellaneous invoicing, posts journals, and prepares budget amendments.
Reviews and monitors ongoing administration of the budget; maintains separate accounts for items of appropriation in the budget; monitors expenditures and obligations on accounts; reconciles bank accounts.
Oversees the preparation of monthly and annual financial statements, and the preparation of other reports on the fiscal condition of the Town; monitors the preparation of monthly, quarterly and annual reports for payroll.
Assists external auditors with annual audit and coordinates and participates in the preparation of the Comprehensive Annual Financial Report.
Manages and supervises the Finance Department staff and resources; prepares annual departmental budget; hires, trains, provides performance coaching and evaluation, staff communications, leadership, motivation, and work assignment delegation; identifies and manages technological needs.
Monitors grant agreements for financial and award compliance.
Submits to the Town Manager and the Board periodic statements of the financial condition of the Town.
Serves as back up to Finance staff in the roles of accounts payable, payroll, purchasing, and utility customer service.
Analyzes, tabulates, and prepares a wide variety of state, federal and other records and financial reports.
Completes other related duties as required.
Requirements
Required Qualifications and Experience:
Bachelor’s Degree in Finance, Accounting, Business Administration, Public Administration, or a related field.
Considerable experience in North Carolina Governmental Accounting Standards Board (GASB) and Generally Accepted Accounting Principles (GAAP) Experience.
Municipal budget development and execution.
State and federal grant management (CDBG-I/CDBG-NR, FEMA PA/BRIC, HUD, ARPA, Golden LEAF, EDA, USDA Rural Development, and other infrastructure grants).
Public utility finance experience (water, sewer, etc.).
Internal controls and audit preparation.
Procurement and contract compliance under N.C.G.S. and federal rules.
Organizational management and process improvement.
