Description
The Director of Strategy and Administration will be responsible for managing various aspects of Alliance Water’s daily operational functions, logistics and support staff to ensure efficiency, compliance and strategic alignment. The position will not have any staff reporting to it but will be responsible for managing several consultants. In addition, the position will be a remote position with the ability to meet in person periodically in the Austin – San Antonio corridor. The position will be under the direct supervision of the Executive Director.

Essential Job Functions
The Director of Strategy and Administration will be responsible, either directly or through managing consultants, for the following functions:
Budget and Finance – prepare and oversee operating and capital budgets and routine financial reports;
Policy and Compliance – develops policies, ensure adherence to legal mandates;
Operations Support – coordinate human resources, and procurement;
Interagency Coordination – acts as an administrative advisor to the Executive Director; and
Strategic Planning.
In addition to the functions noted above, the position will also be expected to:
Attend meetings of the Board of Directors, Technical Committee and Administrative Committee and present updates to each, as needed.
Exercise oversight authority and broad discretionary judgment to manage functions and resources to achieve Alliance Water’s goals.
Develops strategic partnerships with community representatives, external agencies, and other organizations and responds as a key representative for Alliance Water.
Learn technical aspects of Alliance Water’s business and organization. The position will cross-train with the Executive Director and Director of Operations so that if any one position is out, all duties can be covered by the remaining two employees.
Maintain professional knowledge through such means as attending seminars, reviewing professional publications, and participating in professional organizations.
Coordinates and supports periodic updates to Sponsors and external organizations, including at public meetings, on various programs, projects and activities.
Attends regularly scheduled meetings of these groups, including occasional night meetings.
Performs other routine and/or specialized duties as assigned.
The exact functions of the position will be dependent on the applications received and the person selected.
Required Qualifications
Minimum of seven (7) years of experience with some or all of the Essential Job Functions.
A bachelor’s degree in public administration, finance, business administration or a related field. An engineering bachelor’s degree with a minimum of ten (10) years of direct experience in the management or administration of an organization or company is acceptable in lieu of a bachelor’s in management or administration.
Extensive knowledge of personal computers and high proficiency in the use of Word, Outlook, Excel, Power Point, and other related software programs.
Must be a motivated individual who can work independently.
Must have ability to learn basic technical aspects of water treatment & delivery, as well as all organizational administrative functions.
Must be professional, people-oriented, detail-oriented; must have the ability to multi-task; and must be able to clearly communicate ideas and information orally and in writing.
Must have a valid Texas Driver's License or the ability to obtain one within 6 months, and an acceptable driving record.
Preferred Qualifications:
Knowledge of public utility general operations.
Knowledge of Texas laws that impact public utilities.
Knowledge of Quickbooks.
The starting salary for this position is commensurate with qualifications and experience of the selected candidate. In addition, Alliance Water offers a competitive benefits package which includes paid time off, paid holidays, medical, dental, life insurance and retirement benefits through the Texas County & District Retirement System. A benefits package will be negotiated with the selected candidate as part of the overall compensation package.
