Description
The Housing Authority of the City of Shreveport (HACS) is seeking an experienced and motivated professional to serve as Director of Real Estate and Development. This role leads the planning, financing, and execution of affordable housing development projects, including new construction, rehabilitation, and homeownership initiatives.
Key Responsibilities
Lead all phases of housing development projects, from concept through construction and lease-up; Manage mixed-finance and modernization projects, including public housing redevelopment; Prepare and submit financing applications (e.g., LIHTC, HOME, CDBG, RAD, HTF); Develop project budgets, financial models, and feasibility analyses; Coordinate with HUD and other agencies to ensure compliance and reporting; Oversee project teams, including architects, engineers, contractors, and development partners; Secure land, financing, and required public approvals; Manage procurement processes, including RFPs and contract oversight; Monitor construction progress, schedules, inspections, and payments; Identify and pursue new development opportunities; Collaborate with internal departments to align projects with organizational goals; Supervise staff and evaluate performance

Requirements
Bachelor’s degree in Construction Management, Real Estate, Urban Planning, Architecture, Engineering, Finance, Public Administration, or related field
7+ years of senior-level real estate development experience, preferably with a housing authority, experience/mixed-finance developments, 3+ years of supervisory experience
