The Chief Financial Officer (CFO) provides leadership for financial strategy and use of college resources. This position acts as financial advisor to the college president and the fiduciary advisor to the board of trustees. The CFO serves as the Treasurer of the Indian Hills Development Corporation and the Indian Hills Foundation. The CFO participates with the president and other administrators in institutional planning, policy formulation and implementation, and problem solving. The CFO develops, maintains, and communicates systems of controls and policies that assure the integrity of financial/fiscal operations and is responsible for the effective and efficient operation of the business office, buildings and grounds, and auxiliary services. This person will report directly to the college president.

Minimum Job Requirements:
Undergraduate degree in accounting or finance required, and Masters/CPA preferred.
Five years’ experience in business administration, educational administration, accounting, or community college experience including four years in a supervisory capacity. Experience in fund accounting is strongly recommended. Background in managing the resources of buildings and grounds, information technology, accounting and auxiliary services such as food service and bookstore operations is helpful.
Must relate well with people and have demonstrated skills in organizational leadership and management. Oral and written communication skills are required.
Work Performed:
Maintain full understanding of college funding and assist other administrators in understanding the impact of funding and changes in funding levels. Prepare, present to the board, and file as required the annual college certified budget.
Recommend/present, with the college president, any annual tuition/fee adjustments for the upcoming fiscal year.
Work with the college president, human resources staff, and appropriate salary committees to discuss and recommend, set, and present to the board any annual salary adjustment for the upcoming fiscal year.
Advise the college president in the preparation and control of the college certified and operating budget.
Direct and coordinate the development of the total institution financial budget.
Make operating budget preparation recommendations to college administrators, managers and others responsible for operational budget.
Educate, advise, and lead budget managers in planning and maintenance of their operating budgets.
Provide for an ongoing review of revenues and expenditures, ensuring that expenditures are in line with budgeted funds.
Assist in the development of funding sources and implementation of major physical plant additions and/or changes.
Coordinate with the President and Leadership Team members the planning and development of master facility projects, ensuring required notices are posted, bidding processes are followed, and appropriate board approval is completed.
Monitor and manage auxiliary account revenue, expenditures, and fund balance levels.
Prepare and present all financial and budget reports to the college Board of Trustees.
Develop, evaluate and analyze systems for costing out and implementing college services and programs. Assist budget planners and managers with revenue and expenditure data/estimates as needed.
Direct and coordinate the regular distribution of financial and management reports.
Direct and coordinate preparation for an annual review of the business affairs procedures manuals.
Direct and coordinate the preparation of the annual state and board financial reports.
Oversee the annual audit process and final report review/verification. Attend professional meetings and keep the college apprised of the most recent developments in the college business affairs area.
Conduct and/or share staff evaluations. Recommend appropriate personnel actions to the human resources department.
Work with the human resources department and hired consultant to manage the college self-funded health insurance program.
Review and/or develop all college agreements/contracts that have possible financial or liability impact on the college.
Represent the college financial view at Leadership Team meetings, and within the strategic planning processes.
Organize and lead the capital equipment selection and purchasing process.
Serve as treasurer to the IHCC Board of Trustees, the IHCC Foundation, and the IHCC Development Corporation.
Oversee all property, workers compensation, liability, operating equipment, and student accident insurance renewal, requirements, and reporting for the college. Serve as the college representative to the Insurance Management Program for Area Community Colleges (IMPACC) board.
