Wildfire is the statewide leader in energy affordability and consumer protection advocacy, representing low-income communities in regulatory and policy decision-making.
Wildfire is seeking a Regulatory & Energy Policy Manager to direct and expand our engagement before the Arizona Corporation Commission (ACC) and related utility bodies. This position will monitor, analyze, and participate in regulatory proceedings; prepare filings and testimony; coordinate policy positions with internal and external partners; and contribute to Wildfire’s energy affordability and equity agenda.
Primary Responsibilities and Duties:
Regulatory Strategy & Engagement
- Monitor, track, and analyze ACC dockets, including rate cases, workshops, open meetings, and policy dockets.
- Prepare regulatory filings, written comments, analysis, and testimony on behalf of Wildfire.
- Represent Wildfire in ACC proceedings and stakeholder processes, both in-person and virtually.
- Track regulatory timelines, deadlines, and procedural requirements to ensure timely submissions.
- Provide strategic recommendations and regulatory analysis to Wildfire leadership.
Policy Analysis, Research & Advocacy
- Identify, research, and evaluate emerging utility affordability, energy burden, and consumer protection issues.
- Understand and monitor how other basic needs issues (housing stability, food security, water access, income support, etc.) intersect with household energy burden and utility affordability and incorporate those connections into Wildfire’s policy analysis and advocacy.
- Draft policy briefs, presentations, summaries, one-pagers, talking points, and educational materials.
- Support Wildfire’s legislative analysis and advocacy as related to energy and utility policy.
- Communicate technical and regulatory issues to multiple audiences, including community partners, utilities, state agencies, and Wildfire staff.
Internal Coordination Across Wildfire Programs
- Work closely with Wildfire’s Energy, Policy, and Program teams to align regulatory work with direct service and statewide initiatives, including HEAF, COOL Network, Heat Relief, URRD, and LIHEAP-related advocacy.
- Ensure cross-program communication so regulatory decisions and utility program changes are accurately reflected in Wildfire’s partner guidance and implementation.
- Provide internal analyses to support program operations, community education, and strategic planning.
- Support event planning and coordination for Wildfire-hosted activities, including town halls, community forums, and the Wildfire Annual Conference.
Partner, Stakeholder & Coalition Engagement
- Build and maintain collaborative working relationships with utilities, state agencies, CAAs, legal advocates, and community organizations.
- Participate in coalitions and stakeholder groups, identifying opportunities to build aligned positions or shared advocacy strategies.
- Respond to partner questions and assist in developing accessible informational materials regarding regulatory impacts.
Public Engagement & Constituent Voice
- Organize public comment opportunities and support directly impacted individuals in providing input in regulatory, policy, and community decision-making processes.
- Identify and facilitate opportunities for community members—particularly low-income households impacted by utility costs—to shape Wildfire’s positions, testimonies, and policy recommendations.
- Assist with outreach strategies that uplift constituent perspectives in rate cases, policy processes, and public forums
Regulatory Tracking & Communications
- Maintain a clear and organized internal tracking system of regulatory issues, deadlines, and procedural actions.
- Provide regular internal updates to Wildfire staff on regulatory developments.
- Develop clear, accessible regulatory education materials for community partners and public audiences.
Requirements
Knowledge, Skills, and Abilities:
- Commitment to Wildfire’s mission and values.
- Bachelor’s degree in Public Policy, Energy Policy, Economics, Environmental Studies, Social Sciences, or a related field—or equivalent experience.
- Demonstrated research and analytical skills, especially in interpreting regulatory filings.
- Exceptional written communication skills; ability to draft clear, persuasive regulatory and policy documents.
- Strong public speaking and presentation skills.
- Ability to collaborate with diverse stakeholders and manage constructive feedback.
- High level of organization with the ability to manage deadlines and multiple projects.
- Proficiency with Microsoft Office; comfort with databases, spreadsheets, tracking tools, and project management software.
- Ability to travel within Arizona; must possess a valid Arizona driver’s license.
- Occasional extended hours during active regulatory proceedings.
Minimum Qualifications:
Candidates must demonstrate the capacity to fulfill the duties and responsibilities of the position. A bachelor’s degree and three to five years of relevant policy, advocacy, regulatory, or analytical experience is preferred, but candidates with equivalent experience are encouraged to apply.
