General Job Information

Job Summary

This position is in the District Department of Transportation, (DDOT), Administrative Services Division and reports to the Chief Administrative Officer. This position serves as the head of human resources for an agency of over 1,100 employees. This person is the principal advisor to executive management of the agency with responsibility for overseeing the strategic and administrative direction of DDOT’s human resource operations. The Associate Director will lead all human resource practices and objectives to support an employee-oriented high-performance culture emphasizing quality, productivity, and goal attainment.

Duties and Responsibilities

Serves as a key member of DDOT’s management team, and participates in recommending, formulating, and implementing human resource strategies that support DDOT’s mission, vision, values, and business objectives.  Plans, designs, and evaluates human capital strategies and programs.  Develops new methods and approaches and executes programs and processes that ensure appropriate alignment or structure of human capital activities with the delivery of DDOT programs. The incumbent directly supervises a staff of four managers and a total of 28 FTE with oversight for Employee Relations, Talent Acquisition, Policy and Compliance, and Learning and Development activities. 

Establishes, executes and promotes HR initiatives that effectively support DDOT’s mission, vision, values, and business objectives.  Function as a strategic and consultative HR/business adviser to senior leadership regarding key organizational and management issues.  Provide workforce management expertise related to all functional areas of HR operations.  Drive HR innovation to ensure progressive efforts are in place to support the unique needs of the agency.  Manage the budget and other performance measures of the HR department.  Determine organizational and talent implications of strategy and partners with appropriate resources to implement.  Assume a change agent role and partner with executive leadership to design culture and rollout coordination.

Qualifications and Education

Specialized Experience: Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position such as managing or leading human resource operations and staff to ensure program goals and objectives are met; responsibility for interpreting and or setting and implementing human resource policies; or related work experience.   To be creditable, the incumbent must possess at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression. 

A degree is preferred in Business/Human Resources/Organization Development or a closely related major field of study, plus ten (10) years of related experience, with at least five years in a senior leadership/executive director role in human resources.

Licenses and Certifications

Must possess and maintain a valid driver’s license and have an acceptable driving record.

SPHR, PHR, SHRM-SCP or SHRM-CP preferred.

Working Conditions/Environment

Work is primarily conducted in an office setting. However, incumbent may be exposed to a variety of weather conditions while outdoors visiting various site locations.

Pay Plan, Series and Pay Grade:  MS-0301-15

Duration of Appointment:  Management Supervisory Service (MSS) - at will.  All positions and appointments in MSS serve the pleasure of the appointment authority and may be terminated at any time with or without cause.

Collective Bargaining Unit (Non-Union):  This position is not in a collective bargaining unit.

Position Designation(s): The position has been deemed security-sensitive, pursuant to section 410 of Chapter 4 of the D.C. Personnel Regulations. Accordingly, the incumbent will be subject to pre-employment checks (criminal background and traffic records, if applicable) as a condition of employment, and will be subject to periodic criminal background checks, and traffic records for the duration of your tenure.

Emergency Designation: This position has been designated as an essential employee position under District Personnel Manual's provisions, Chapter 12. As such, your services may be required in emergency situations to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operations, food distribution, and communication. These duties may be performed when the government is closed or when most employees are dismissed early.

Incumbent may be required to work weekends, evenings, and in on call situations.

If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
