About GSMA Mobile for Development Foundation

The GSMA Mobile for Development Foundation is a 501 (c) 3 non for profit organization that brings together our mobile operator members, the wider mobile industry and the development community to drive commercial mobile services for underserved people in emerging markets. We identify opportunities for social, economic and environmental impact and stimulate the development of scalable, life-enhancing mobile services.

Mobile is the predominant infrastructure in emerging markets. We believe it is the transformative technology that enables us to put relevant, impactful services into the hands of underserved people. Since the creation of GSMA Mobile for Development, we have partnered with 50 mobile operators, rolling out initiatives, impacting tens of millions of people across 49 countries.

The GSMA Foundation provides resources and support to GSMA Mobile for Development (M4D), a dedicated unit at the GSMA focused on harnessing the power of mobile to achieve major societal impact. M4D’s strategy has four foundational programmes on connectivity, mobile money and digital identity and an accelerator to stimulate mobile based innovation, on which many life-enhancing services can be delivered to the underserved. Additionally, we have initiatives that demonstrate the value of mobile technology on utilities (water, sanitation and energy), gender inclusion, disaster preparedness, agriculture and health.

Through an approach based on Demonstration, Insights and Advocacy, M4D delivers increased access to and use of life-enhancing mobile services, accelerating socioeconomic improvements for communities that are otherwise underserved, especially women, youth and rural populations. In the past 9 years, M4D, supported by the GSMA and its private sector members and by development partners, has rolled out more than 104 initiatives across 49 countries, directly reaching 28 million people. Projects included mobile solutions that improve birth registration, help farmers increase their crop yields or enable and secure financial transactions across emerging markets. 

Mobile technology is a critical enabler to achieving the Global Goals for Sustainable Development (“SDGs”). Of the 4.8 billion mobile subscribers active today, some 3.7 billion are located in low and middle-income economies. To date, there is no technology as pervasive and accessible as the mobile phone; it has extended across geographies, cultures and income levels.

GSMA M4D’s work makes direct contributions to 10 of the SDGs. The achievements below demonstrate the transformative power of mobile technology towards the SDGs:

•SDG 1 (No Poverty) - By leading the development of the mobile money industry (277 live services, 118 million active users, and 43 million transactions a day) M4D has contributed significantly to financial inclusion at a global scale.

•SDG 6 & 7 (Water, Sanitation and Clean Energy Access) - GSMA has developed the pay-as-you-go solar energy sector, through an innovation fund, which targets the  systemic challenges vulnerable people face when they lack access to energy. 

•SDG 5 (Gender Equality) by shining a spotlight on the gender ‘gap’ for access to and use of mobile phones, M4D has contributed to reducing discrimination against women and encouraged the empowerment of 17 million women to date (NB- the Connected Women programme was funded by DFAT between 2010 and 2015).

About the Team

The Foundation have grown significantly in the past 8 year and the current Finance and Compliance team is a reflection of that. Our team of 6 is a very dynamic and diverse group of people that works very closely together to ensure we provide the best service to our internal and external (Donors) stakeholders. The delivery of best in class finance and compliance is critical to ensure Donors will continue funding the Foundation.

The Finance and Compliance team is based in Atlanta. This is a hybrid position (1-2 in office days/month) Full remote working may be considered for strong candidates based outside of Georgia. 

About The Role

The successful candidate will be hands ondetail-oriented professional, with strong financial management and compliance experience, specifically working with donor funded sub-award programmes. The Subgrant Compliance Manager will serve as a strategic advisor to a portfolio of GSMA Innovation Fund funding rounds, in areas of compliance, risk management, and finance.

Under the GSMA Mobile for Development Foundation, the GSMA Innovation Fund supports innovative digital solutions with positive socio-economic impact in low- and middle-income countries by providing access to non-equity funding and technical assistance. Responsibilities Include But Are Not Limited To

  • Provide Compliance level support during sub-grantee selection and contracting process for assigned funding rounds, ensuring that any recommended applications or contracts satisfy GSMA and donor compliance criteria before proceeding. Tasks may include:
    • Performing background checks on applicants
    • Consulting as needed on due diligence findings or other eligibility concerns as identified by external Fund Manager or GSMA Innovation Fund team.
    • Review grant proposals, due diligence and commercial sustainability assessments, and recommendation packs prior to sharing with selection panel.
    • Approve sub-grant contracts, including any financial or compliance related conditions for contracting (i.e. audited financials, safeguarding training, etc), advising as needed throughout the contracting process.
  • Provide analysis of the status of financial performance and risk management for a portfolio of active sub-grants, consulting as needed on compliance escalation plans and sub-grant change requests.
  • Review milestone approval documents and invoices submitted for payment, ensuring sub-grant payments are made in accordance with sub-grant agreements and milestones.
  • Assist with delivering comprehensive Compliance support to GSMA Innovation Fund teams, including facilitating topical trainings, knowledge base development, and process reviews.
  • Other activities as required


About You

  • You will have progressive experience in non for profit or impact investment grant making
  • You will have a good understanding of major international donor rules and non-profit accounting standards
  • You will have experience evaluating and interpreting financial documents (audited financials, P&L forecasts, etc)
  • You will be proficient in Microsoft Excel (complex formulas, Pivot tables, VLOOKUP etc.)
  • You will be Comfortable working in a fast-paced, rapidly changing environment and able to manage multiple projects simultaneously and meet time sensitive deadlines
  • You are a very strong attention to detail person with a focus on high-quality delivery
  • You demonstrate Proactivity, strong drive and initiative
  • You have Strong interpersonal skills and a demonstrated ability to successfully build relationships globally
  • You are a team player, being able to effectively connect together a wide group of internal GSMA interests and resources, to lead on work and support others in theirs
  • You have excellent cultural awareness and a desire to work with teams around the world. Ability to communicate in multiple languages (French, Arabic, etc) is a plus!
