About the Role:
The Environmental and Community Services Section (ECSS) is seeking a Water Quality Planner/Project Manager II – Real Property Coordinator to join the dynamic Land Acquisition team. The Real Property Coordinator position will provide essential support to the Land Acquisition team, while growing skills in government real property acquisitions, by managing property records, ordering and tracking title reports, and coordinating and tracking payments to property owners and vendors. This role also drafts and manages work order requests for consultant services, ensures accurate records management across platforms such as SharePoint, MS Teams, and PRISM (the division’s internal project management database), and delivers QA/QC support for written materials to confirm compliance with ADA standards, the agency’s Style Guide, and Federal, State, and County requirements for property acquisitions.
In addition, the coordinator will assist senior team members with property acquisition and relocation tasks necessary for project delivery, including securing right-of-entry agreements, reviewing title, conducting property research, drafting offer materials and work order scopes of work, as well as any other property and relocation tasks required to support the delivery of capital projects.

This position is well suited for an individual with a strong interest in learning and expanding their knowledge of property acquisition practices and skills, while contributing to the successful delivery of wastewater capital projects. It requires a highly organized and detail-oriented professional with excellent writing and editing abilities, familiarity with real estate principles, and the capacity to read and interpret local and federal codes. Success in this role depends on being a self-starter who takes initiative, demonstrates accountability, and collaborates effectively with colleagues to ensure that services are delivered on time, in full compliance with regulatory requirements, and with a commitment to environmental responsibility.
What you will be doing:
- Property Records & Documentation Management – Maintain and organize right-of-way files, title reports, agreements, and property inventory databases. Ensure accurate record management and property reporting across SharePoint, MS Teams, PRISM (the division’s internal project management database), and other systems, while inventorying and organizing property records and conducting research.
- Contracts, Payments & Financial Tracking – Manage and track the progression of WO requests for on-call contract services including drafting consultant work order request scoping documents, processing and tracking payments to property owners and vendors, handle P-card purchases, and maintain detailed payment records and tracking matrices.
- Communication & Official Notices – Prepare, mail, and track certified USPS offers and notices; draft and review simple agreements, leases, permits, and rights of entry; and turn work products into templates.
- Quality Assurance & Compliance – Provide QA/QC support for written materials to ensure compliance with ADA standards, King County Wastewater Treatment Division Style Guide, and URA requirements; review templates and property documents for accuracy and manage the routing approvals to management.
- Process Optimization & Transparency - Apply technical expertise and rapidly learn new software and tools to develop innovative tracking, reporting, and visual management solutions that improve efficiency, transparency, data integrity, and record keeping. Use these tools to support equitable service delivery, reduce barriers, and ensure data-informed decisions align with King County’s Equity and Social Justice objectives and Best Run Government principles.
- Team & Project Support – Support senior real estate team members with property transactions, document preparation, management and tracking of records and project documentation, negotiations with property owners, and property/title research. This position requires a general knowledge of, and curiosity about, real estate law and principles, real estate transactions, property management, title review and interpretation, property encumbrances, easements, fee acquisitions, and right-of-entry agreements.
- Technology - Understanding of computer software tools, with the interest and aptitude to continue developing these skills. This includes working with platforms such as Microsoft SharePoint, Microsoft Teams, Microsoft Excel, other Microsoft Office products, Oracle products, PRISM, and other software based tools. This role will involve developing and managing the team’s SharePoint site and systems to track project status, records and working documents, and financial information.

Qualifications you bring
- Excellent organizational skills with strong attention to detail, along with clear and effective written communication skills.
- Demonstrated technical competence with the ability to quickly learn and apply new software tools. Experience or aptitude in using technology creatively to develop tracking, organization, reporting, and visual management solutions that improve efficiency, transparency, data integrity, and record keeping. Experience using computer software tools, such as Microsoft SharePoint, Microsoft Teams, Microsoft Excel, other Microsoft Office applications, and Oracle products.
- Ability to work collaboratively and problem solve in a team environment with staff from various backgrounds with varying skills, styles and roles.
General knowledge of real estate law, real estate transactions, property management, title review and interpretation, easements, fee acquisitions, and right of entry agreements or similar areas.
Required licenses:
- Notary Public with electronic endorsement or ability to obtain once hired
- Washington State Driver’s License or the ability to provide transportation to remote work locations with limited or no public transportation service options.
It would be great if you also bring:
- Training/courses through the International Right of Way Association (or similar) are desirable although not required
- Experience in government right of way profession, property acquisition processes and/or related real estate field is desirable although not required.
