Description
Position DescriptionSeattle City Light, a department of the City of Seattle, is one of the nation's largest municipally owned utilities in terms of the number of customers served. Over the years we have worked very hard to keep Seattle's electricity affordable, reliable, and environmentally sound. Today, City Light is a recognized national leader in energy efficiency and environmental stewardship.
The Meter Operations Manager provides leadership and management for the Meter Operations team which is embedded in Transmission and Distribution Operations. The position serves as a key member of the management team. The position will have 4 direct reports, and an overall staff of 42 represented employees. Associated teams are responsible for the development, implementation, and continuous improvement of the City Light's technical metering operations systems. This includes the construction, maintenance, regulatory compliance, and associated customer service aspects of these business functions.
This position will report to the Transmission and Distribution Operations Director over Network, Substations and Technical Metering Operations.
Job Responsibilities
Here is more about what you'll be doing:
- Provide oversight for Capital Improvement Projects and Operation & Maintenance projects to which crews will be assigned to support Generation and Transmission and Distribution Operation.
- Oversee the direct deployment of technical metering crews responsible for meters and current diversion.
- Integrate the newly implemented Advanced Metering Program into technical metering operations.
- Develop and oversee technical maintenance programs for associated utility assets.
- Manage associated NERC, WECC, FERC, and FCC Compliance programs.
- Provide leadership for the efficient and effective scheduling of work with substations, generation, system control, and transmission and distribution operations teams.
- Oversee and coordinate the training and safety programs associated with meter operations ensuring ongoing technical proficiency.
- Routinely visit work sites and use site assessments and monthly safety meetings to drive an effective and positive safety culture.
- Establish effective and efficient work practices/policies/procedures. Demonstrate a strong commitment to process improvement.
- Build a collaborative working relationship with associated engineering teams.
- Make sound business decisions based on organizational best practices regarding customer service, crew and public safety, system reliability, operational priorities, compliance, and contract bargaining.
- Responsible for the application of bargaining agreements, budget preparation, and efficient utilization of resources.
- Serve as a key member of the Division's Management Team. Work on special projects, assignments, or working groups in support of the Division Director.
- Effectively communicate and demonstrate Seattle City Light's mission, vision, and values and Workplace Expectations while working with employees, colleagues, and customers.
Qualifications
Required Qualifications: In addition to the skills and experience mentioned below, a successful applicant will have experience that reflects a commitment to creating fair and equitable outcomes and has:
Education: A Bachelor's degree in Engineering, Economics, Business Administration, Public Administration or related field or a combination of related education, training, skill and experience.
Experience: Extensive management and leadership experience in utility engineering, construction, operations, and maintenance or related area of responsibility; 5 or more years of progressively responsible supervisory or management level experience.
Certification/License: Current Washington State Driver's License.

- Knowledge of public sector organizational practices, including labor relations and budgeting.
- Experience resolving complex personnel issues.
- Knowledge of applicable Washington State and electrical utility safety rules and work practices.
- Skilled communicator capable of providing management direction in a changing environment.
- Experience collaborating with technical teams and field personnel to make difficult decisions, drive innovation, and accomplish work with limited resources.
- Strong ability to set clear expectations and to coach, counsel, and develop employees in a diverse workforce.
- Ability to lead and influence peers to continually improve culture, policies, and procedures.
- Experience building teams focused on customer service and operational excellence.
- Experience managing electric utility crews.
- Experience taking a large complex project and integrating it into field operations.
- In-depth knowledge of electrical operations, construction and maintenance activities in the areas of overhead & underground distribution systems, generation, network distribution, transmission systems and substations, communication systems, and meters.
- Experience creating and sustaining a workforce that values diversity.

The full salary range for this position is $61.90 to $92.84 per hour .
