Description
GENERAL DEFINITION OF WORK:
This position supports Operational Technologies (OP) and Internet Technologies (IT) associated Cyber Security Network Engineering throughout the electric utilities separated networks for operations. Assists in technical, electrical, and network development of communications and operational IT equipment in design, installation, commissioning, implementation and administration of various operating/monitoring systems while working adjacent with various divisions (SCADA, Relay, Compliance, IT). This work may be performed under emergency situations or during inclement weather. Work is performed with minimal supervision. Work is performed under the general supervision of the Energy Management System Supervisor.
TYPICAL TASKS:
Perform maintenance and troubleshooting, design, implement, and analyze real-time applications such as hardware, software, networks, control system algorithms and communication subsystems and associated interface equipment used to control and monitor associated with the operational network.
Assists in maintaining data and reports as required by policy and regulatory requirements for compliance auditors, including but not limited to NERC CIP compliance.
Execution of written site-based policies and procedures for system administration, change control, and operational compliance, including managing firewalls, network, and system configurations; support testing of software security updates, such as patches and anti-virus; maintain backup and recovery systems and data; system account management and security audit log review, monitoring, and analysis.
Implement and support engineering design, development, maintenance, expansion of real-time systems, security access control and monitoring systems, and associated interface equipment and hardware, software, for all of the SCADA and Operational Networks computing systems including Local Area Network (LAN).
Test that systems meet regulatory compliance requirements with NERC CIP. Development, engineering design, and implementation of, recommend software, hardware, network, and cyber security solutions and/or enhancements to real-time systems such as control and communications applications, or subsystems as required.
Assist with development and/or maintenance of database(s) of system and software applications and configuration and change management for security monitoring and compliance auditing and develop and generate reports to periodically report on compliance requirements such as, but not limited to NERC and SERC requirements.
Monitor, and report on, systems for capacity planning, system reliability, and maintenance and enhancements to the security infrastructure.
Performs other related work as required.
KNOWLEDGE, SKILLS AND ABILITIES:
Thorough knowledge of the principles of solid-state electronics, computer design, programming and administration and communications design and administration. Ability to maintain and administer computer hardware, software and data bases. High level computer and communications systems troubleshooting ability and an excellent ability to efficiently differentiate between computer hardware and software problems. A thorough knowledge of the standard methods, practices, tools and materials used for repair and maintenance of electronic and solid-state electrical equipment. Ability to interpret, redline and perform preliminary design of electrical blueprints, schematic diagrams, logic diagrams and service manuals. Must have a thorough knowledge of math as it relates to power systems and be skilled at conducting power system calculations. Must have an understanding of safety practices and occupational hazards for all power system equipment and facilities. Capable of establishing and maintaining effective working relationships with other personnel, vendors and utilities. Familiar with the implementation of NERC Standards as related to any operational networks and Cyber Security. Ability to work independently with little supervision. Must have a high level of analytical and problem-solving skill.
Knowledge of a wide breadth of activities such as design and implementation of data telemetry for real-time control and monitoring, applications development for real-time control and auxiliary systems, Operations reporting, system applications to enhance operations, user account management, backup/recovery, and relational databases management.
Knowledge of regulatory cyber security standards. NERC CIP knowledge and understanding of cyber security principles and practices preferred.
Requirements
EDUCATION AND EXPERIENCE:
Associate degree from an accredited college or university. Six (6) years directly related experience in network operations or communication systems are required for this position. Must be able to demonstrate the ability to perform power system calculations. Any combination of education, training and experience.
SPECIAL REQUIREMENTS:
Possession of a valid appropriate driver's license issued by the State of Florida.
SPECIAL CONDITIONS:
May be required to work outside of normal working hours during system outages or emergency situations.
Individuals in this classification are considered essential during emergency and storm situations and must be able to work up to 16 hours per day for extended periods of time.
Must be able to distinguish between red and green colors to safely wire, test, and commission protection systems and read circuit diagrams.
