Under the direction of the Amarillo Senior Managing Director, this position oversees the daily human resources team operations for the Amarillo campus. This includes supervision of campus HR staff responsible for workforce relations, recruiting, leave and accommodation programs, benefits support, and related HR functions. The position ensures HR practices are compliant, timely, and aligned with HR divisional service expectations.
This is a working manager role, responsible for both leading the team and directly performing HR functions to maintain operational continuity and excellence. The Director manages others, and works under the direction of the Senior Managing Director, demonstrating our Values-Based Culture.
Major/Essential Functions:
- Directs and manages all HR functions for the Amarillo campus under the direction of the Senior Managing Director, including workforce relations, leave and accommodations (FMLA, ADA, PWFA, Title VII, and Title IX referrals), benefits support, and staff recruitment. Provides oversight, coaching, and guidance to HR staff to ensure consistent, compliant, and customer-focused service delivery.
- Oversees campus HR recruitment processes, ensuring adherence to divisional standards, expectations, and best practices. Partners with hiring managers to provide expert guidance on recruiting processes, appropriate advertising sources, and applicant communication.
- Ensures the HR team provides excellent customer service and proactive engagement with hiring managers. Ensures team members maintain regular engagement with managers to identify process gaps, identify recruiting concerns, and opportunities for improvement. Promotes a consultative and responsive approach to support strong working relationships across departments.
- Collaborates closely with the Senior Managing Director, CHRO, OEO/OGC, managers, and employees on workforce relations. Provides guidance or decisions on discipline, hiring, promotions, appointments, reorganizations, and policy interpretation. Ensures actions are compliant with employment laws and institutional policies while promoting a consistent, fair, and solution-oriented approach.
- Oversees campus HR activities related to employee benefits, ensuring communication, enrollment, and compliance with all leave and benefits processing and employee service.
- Ensures timely and compliant administration of all claims and paperwork related to disability, FMLA, Sick Leave Pool (SLP), Family Leave Pool (FLP), and Sick Leave Donation (SLD) programs.
- Oversees HR employment transactions, including review and approval of ePAFs (Employee Personnel Action Form), background checks, EOPS (Employee One-Time Payment System), and E-Verify entries.
- Ensures accurate, efficient, and compliant separation processes that provide a positive transition experience for departing staff.
- Works under the direction of the Senior Managing Director in ensuring the HR team functions operate efficiently, encourages engagement and accountability, and supports a Values-Based, collaborative culture. Promotes professional growth, increased HR competency and skill performance, and continuous improvement for the Amarillo campus employees.
- Ensures all assigned initiatives, projects, and deliverables are completed within established timelines and performance expectations. Provides regular progress updates to HR Operations leadership and the Senior Managing Director.
Requirements
Required Qualifications:
- Bachelor's degree in a related area.
- Five (5) years of progressively responsible management experience.
- OR, a combination of education and/or years of experience in management to equal a minimum of 9 years.
Preferred Qualifications:
- Master’s degree in human resources, business administration, or a related discipline.
- Current PHR, SHRM-CP, SPHR, or SHRM-SCP certification.
- Two years recent management (formal supervisor of employees) in a Human Resources department.
- Two (2) or more years of recent HR department experience in higher education, health care, public, or other large complex employer.
- At least two years of recent experience in processing and advising FMLA, ADA, and related leave programs.
- At least two years of recent professional-level experience in recruiting.
- At least two years of recent experience personally handling complex employee relations investigations, complaints, and employee performance discipline.
- At least two years of recent experience using an HRIS or applicant tracking system (ATS), preferably Banner or BrassRing.
