Description
Portland Water District (PWD) is seeking an experienced Corporation Counsel to serve as its in-house legal advisor and a trusted partner to the Board of Trustees, General Manager, and senior leadership. This role provides strategic, proactive legal guidance across a wide range of issues impacting a public utility and municipal organization.

PWD is an independent quasi-municipality, serving over 200,000 people – 56,000 customers – in 11 Greater Portland communities. We deliver water service to Falmouth, Raymond, Scarborough, South Portland, Standish, and Windham, and provide both water and wastewater service to Cape Elizabeth, Cumberland, Gorham, and Portland, Westbrook.
Requirements
What You’ll Do
- Provide legal counsel to the Board of Trustees, leadership, and staff
- Ensure compliance with federal, state, and municipal laws and regulations
- Draft and review contracts, resolutions, real estate documents, and other legal materials
- Represent PWD in legal, regulatory, arbitration, and legislative matters
- Lead legislative and policy efforts affecting PWD and oversee lobbyist activities
- Manage liability claims, FOAA requests, and relationships with outside counsel
- Support governance, procurement, and asset management
- Assists senior management on labor matters. PWD retains separate counsel to act as primary labor counsel.
What We’re Looking For
- Juris Doctor from an accredited law school
- Member in good standing of the Maine Bar (Federal Bar membership or eligibility required)
- Minimum of 5 years of legal experience
- Experience in municipal, utility, environmental, real estate, contracts, or government law preferred
- Strong judgment, communication skills, and the ability to provide objective legal advice
- Valid Maine driver’s license and satisfactory driving record
