Job Summary
Based in Amman and reporting to the Cluster Technical Lead, the Cluster Technical Officer supports the implementation of activities related to the formation, management, and sustainability of the Catalytic Collaboration Clusters which convene Higher Education Institutions (HEIs) with industry, government, and community-based organizations in the Agri-Food Security, Medical Manufacturing, and Digital Growth and Security sectors. The officer assists in cluster coordination, stakeholder engagement, Partnership Incubator Fund (PIF) management, and technical assistance provision to improve graduate employment and foster applied research and innovation.
Performs additional duties and tasks to meet the needs of the organization, team, or as assigned by supervisor.

Requirements
- Bachelor's Degree in relevant field required.
- Minimum 4-5 years of relevant professional experience, or a master's degree and 3 years of experience.
- Experience in project coordination, stakeholder engagement, or partnership facilitation, preferably in higher education, workforce development, or industry sectors.
- Demonstrated ability to coordinate activities, manage schedules, and track deliverables in a time-sensitive work environment.
- Experience working with diverse stakeholders including government entities, civil society organizations, private sector, and/or higher education institutions.
- Knowledge of the higher education landscape in Jordan and its role in economic development is preferred.
- Experience with international donor-funded development projects, particularly in Jordan and/or other Middle Eastern countries, is desirable.
- Familiarity with business sectors such as Agri-Food Security, Medical Manufacturing, and/or Digital Growth and Security is a plus.
Daily Tasks
- Provide technical and logistical support to HEIG Result 2 activities (Effective and sustainable collaboration among HEIs, industry, youth, community, and government stakeholders) under the guidance of the Cluster Technical Lead.
- Assist the Cluster Technical Lead in day-to-day coordination and implementation of cluster-related activities, ensuring timely execution and adherence to project guidelines.
- Support work-planning processes by providing input, tracking progress, and coordinating with team members across program activities.
- Facilitate communication and coordination with key stakeholders within the clusters, including HEIs in Jordan, consortium partners, US HEIs, Government of Jordan entities, civil society, and private sector actors.
- Support HEI-private sector collaboration activities by coordinating meetings, preparing materials, and maintaining stakeholder databases.
- Assist in the administration of the Partnership Incubator Fund (PIF), including supporting the development of Requests for Applications, subaward documentation, monitoring activities, and providing logistical support to recipients.
- Support the provision of technical assistance to cluster members by coordinating schedules, preparing training materials, and documenting activities and outcomes.
- Contribute to HEIG's Collaborating Learning and Adapting (CLA) process by collecting data, documenting lessons learned, and supporting monitoring and evaluation activities.
- Coordinate with other HEIG team members to ensure alignment between cluster activities and broader project objectives, particularly Result 1 activities related to HEI performance improvement.
- Support compliance with HEIG/DOS operational policies and procedures, and local government regulations in all activities under supervision.
- Assist with monitoring, evaluation, and learning activities; program communications; and program reporting as assigned.
- Travel throughout Jordan as needed to support cluster activities and stakeholder engagement.
- Other duties as assigned by the Cluster Technical Lead.
- Assist with budget planning, tracking, and monitoring activities related to Result 2 under the supervision of the Cluster Technical Lead and Finance team.
- Support monitoring of Result 2 subcontractors' deliverables and coordinate with the Finance and Compliance team to track their budget execution, including PIF recipients and Cluster Lead organizations.
- Provide logistical and administrative support to project and home office Grants and Compliance teams in the development and release of Requests for Applications, subaward documentation, and subaward monitoring activities under the Partnership Incubator Fund.
- Coordinate with project and home office Finance and Compliance teams to support compliance activities and ensure that documentation for Result 2 activities meets USG regulations and organizational requirements
- Support stakeholder relationship facilitation in Jordan under the guidance of the Cluster Technical Lead and project leadership.
- Assist in representing HEIG with consortium partners and external stakeholders; when assigned, serve as a point of contact with government officials, other donors and implementers, and higher education actors and partners.
- Draft correspondence related to Result 2 activities for review and approval by the Cluster Technical Lead or other designated supervisors.
- Assist in the development of professional materials and brand identity for the clusters to enhance their visibility and recognition.
- Maintain effective internal and external communication channels to support alignment with program goals and timely information sharing.
