Position OverviewHutchinson Campus
The Hutchinson Campus consists of 173 acres with fifteen buildings including two multi-story residential student dormitories.
The Hutchinson Campus is home to the Kansas Law Enforcement Training Center (KLETC). A unit of The University of Kansas (KU), KLETC serves as the central agency for all law enforcement training in the State of Kansas. KLETC manages a $12 million annual budget, 65 authorized FTE staff (augmented by more than 400 contract/adjunct staff annually), and trains nearly 15,000 students annually in residential, online, and outreach programs. KLETC serves 437 recognized law enforcement and police agencies in Kansas, providing basic training and continuing education programs throughout each fiscal year.

Position Overview
This position provides financial oversight and management of business services for KLETC. In coordination with KU, conceptualizes, develops, and oversees the implementation of operational strategies and processes for KLETC business services. The Business Director provides day-to-day operational supervision within KLETC's business services and provides technical guidance to support staff assisting with business operations.
Job Description
50% Financial Management:
- Develops and maintains the KLETC $12M annual budget and financial records and the Center for Public Safety Leadership (CPSL) $600K annual budget.
- Monitors grant expenditures for compliance.
- Projects revenue and expenditures to manage cash flow, while staying abreast of changes to the university's fiscal policy, and provides expertise to the Vice Provost and staff on potential impact to operations.
- Develops reports and statements, such as cash forecasts, reflecting the interrelations of accounting, cost budgeting, program cost or comparable information; identifies trends or deviations from standards; evaluates and predicts the effects of changes in operating programs/systems; identifies management needs and refines account structures or reports accordingly.
- Compiles strategies or actions to maintain fiscal health and adjust to shifting budgetary models or regulatory landscapes.
- Analyzes complex data; prepares detailed reports, charts, and graphs.
- Creates steps to develop complex transactions.
- Meets with individual department heads and assists in determining the amounts to be allocated to each project line item based on prior years expenditures and what is projected during next fiscal year (i.e. new equipment needs, utility prices, program expansions, additional staff, etc.).
- Manages and performs the day-to-day fiscal duties of cost accounting, encumbrances, revenue analysis, grant management, and other related duties; ensures compliance with established accounting principles, policies and objectives; coordinates operations with other units of KU.
- Provides technical assistance and training on accounting and fiscal procedures; develops solutions for operational problems; assists other staff in the resolution of accounting problems; responds to inquiries pertaining to accounting procedures and policies.
- Provides monthly budget reports to KLETC Vice Provost and Department Heads.
- Provides weekly, monthly, and ad hoc budget reports to CPSL Director and KLETC Director of Programs.
- Assists with budget planning for the CPSL.
- Responsible for recording annually the new fiscal year budget in university budgeting software, including salaries for positions and pools, fringes, and other operating expenses (OOE) for all department IDs within KLETC's area of responsibility, including the CPSL.
- Responsible for manually recording revenue and expense projections in university budgeting software.
- Responsible for monitoring expenses within each expense budget category and explaining variations to University Budget Office.
- Responsible for reviewing PBCS to HR Pay reports; identifying the variances, and manually recording correcting entries as needed.
- Meets with University Vice Provost of Finance Administration, Business Director of Finance Administration, and Director of KU Budget Office twice annually to discuss KLETC's budget, projections, opportunities, and concerns (in-person).
- Attends monthly Budget Officers Meetings (virtual).
- Attends quarterly Campus Financial Officers Meetings (virtual).
- Works with KLETC Department Heads to identify capital needs and capital projects for campus each fiscal year. Prioritizes needs and projects based on urgency, available funds, and expected project timelines.
- Ensures KLETC's $12M annual budget follows the zero-based budgeting method; provides justification to, and works with, KU Budget Office and KU Finance Office on exceptions.
- Creates and submits monthly, quarterly, and annual reports in accordance with accreditation standards / requirements.
- Creates and submits annual proofs in accordance with accreditation standards / requirements.
- Is designated as the Cost Object Approver for funding on invoices, purchase requisitions, procurement card transactions, travel requests, and travel reimbursements for both UKANS and KURES business units.
- Is the financial contact for all grants received by KLETC.
15% Financial Operations:
- Prepares and submits purchase requisitions in compliance with state and university policies and procedures within KU's Financials in the Cloud system from requisitions through printing of purchase orders.
- Monitors cash control and accounting of all monies received as required by state and university policy and procedures.
- Reviews all receipts, invoices, and paperwork prepared by accounting specialist.
- Develops policies and procedures to create efficiencies.
- Develops management controls and metrics to ensure compliance with laws, regulations, and policies.
- Point of contact for staff regarding all financial issues.
- Records monthly correcting journal entries on default funding deposits for KLETC Store.
15% Purchasing
- Oversees all purchasing for KLETC, the CPSL, and all grants received by KLETC, including the development of bid specifications for formal bid processes.
- Serves as the principal liaison to KU Lawrence purchasing.
- Supports purchasing for KLETC main campus and remote sites in Dodge City, Hays, Parsons, and at the KU Edwards Campus in Overland Park, KS.
10% Contracting
- Works with the appropriate member(s) of the KLETC leadership team and/or university department, develops contractual provisions, monitors performance, and works with contractors to ensure compliance with terms and conditions.
- In coordination with KU, establishes contractual terms for services provided by vendors and reviews contracts on an annual basis.
- Provides for contractual services on for remote sites.
10% Miscellaneous
- Supervises assigned staff, ensuring their professional development. Monitors the staff's work product for accuracy.
- Maintains physical inventory verification for all inventory sensitive property and facilities and maintains related records (more than 2500 active assets totaling over $5M). Instructs KLETC staff on proper disposition of physical inventory procedures. Communicates disposed Assets to appropriate KU department. Conducts an annual Inventory Audit and develops a report on findings in accordance with accreditation standards / requirements.
- Other duties as assigned.
Position Requirements
- Valid Kansas driver's license or ability to obtain one within 90 days.
Required Qualifications
- Master's degree from an institution accredited by the Higher Learning Commission and 3 years of related experience or bachelor's degree in a related field from an institution accredited by the Higher Learning Commission and 5 years of related experience.
- Three years of supervisory experience.
- Three years' experience in professional accounting, finance, or business management.
- Experience in managing complex financial operations, including fiscal analysis in support of immediate and long-term strategic planning and decision-making, as evidenced in application materials.
- Excellent communication skills as evidenced by work history and application materials submitted.
- Excellent computer skills (word processing, spreadsheet, database) as demonstrated by education, work history and application material.
This position requires a formal degree in the cited discipline area(s) to ensure that candidates have advanced knowledge, analytical skills and professional competencies necessary to perform the duties of the position. The level of degree is commonly recognized as the standard qualification for similar roles in the public and private sector, ensuring that the university remains competitive with industry aligned practices, enhances collaboration with external partners, and supports the delivery of services and programs that meet professional and market-driven expectations
